P.A.L. Courses: (Possession and Acquisition Licence)
The Firearms Act requires that individuals wishing to acquire firearms must take the Canadian Firearms Safety Course (CFSC) and pass the tests OR challenge and pass the CFSC tests without taking the course.Individuals who wish to acquire restricted firearms (Usually Handguns) must ALSO take the restricted course and tests OR challenge and pass the CRFSC tests without taking the course. Those wishing to acquire handguns must take and complete the Non-Restricted course and/or test before completing the Restricted part of the program.
The Canadian Firearms Safety Course (Including Restricted Handguns) was developed in partnership with the provinces and territories, national organizations with an ongoing interest in firearms safety, and many firearms and hunter education instructors from across Canada. This course was developed to meet the mandatory requirements set out in subparagraph 106(2)(c)(i) of the Criminal Code of Canada and came into effect January 1, 1994. As a result of the Firearms Act , the firearms safety training that was provided to firearms owners and users required modification. The revised Canadian Firearms Safety Course was implemented on February 1, 1999 and reflects the new legislation while focusing on both non-restricted and restricted firearms. The safe ownership, use, storage and transportation of firearms is stressed along with all relevant legal issues.
Topics covered by the C.F.S.C. include :
Basic firearms safety practices; Ammunition; Operating firearm actions; Safe handling & carry procedures; Firing techniques & procedures; Safe care, storage & transportation of firearms; Social & legal responsibilities of the firearms owner/user
